The pilotage fees in Japan are
computed by a uniform formula. The tariff
prescribed by the Regulations for the Enforcement
of the Pilotage Law incorporates the basic
rates and additional rates. The basic rate
applies to vessels with gross tonnage 1,000
tons or below having a loaded draught 3 meters
or below, whereas the additional rate applies
to vessels with gross tonnage greater than
the forementioned in such a manner that additional
fees are computed for every 1,000 tons of
tonnage exceeding 1,000 tons gross and for
every 30 centimeters of draught exceeding
3 meters.
The above calculation method
can
be expressed by the following formula:
A + B ((GRT - 1,000)/1,000 + (D - 3.00)/0.3)
where
A : basic rate
B : additional rate
GRT : gross tonnage
D : deepest draught in meters
The basic rate (A) and additional
rate (B) can, in principle, be calculated
by the formula below except for those
waters
requiring extremely skilled maneuvering
arts

B = 1,190 + 75(d - 3)
・Mileage fee other than that for entering/leaving

Non-Power-Driven Vessels
For piloting a non-power-driven
ship, an 80% of extra fee is charged on top
of the regular pilotage fee.
Dual Pilotage
When a vessel is served by two
pilots, fees for such dual pilotage services
are computed on the basis of the modified
rate(*) against the prescribed rates being
applied to each one of the pilots in a team
except for a vessel with her wheelhouse located
on one side of the vessel where the full
rate is applied to each pilot.

Trial Trip
For pilotage services rendered
during trial trip, adjustment of compass
and calibration of radio direction finder,
the rates for entering port operation of
vessels are applied.
When such services exceed
two hours,
a 50% of extra fee is added for each
hour
or fraction thereof after the first
two-hour
period.
Night Extra Charge
For pilotage services at nighttime,
a 50% of extra fee is charged on top of the
regular rates.
Multi-Decker Extra Charge
For pilotage services rendered
to multi-decked ships, an extra fee
is charged.
The rate is calculated by the following
formula:

1.2 x GRT)/1,000
L : Length overall.
Winter Extra Charge
For pilotage service during winter
season (December - March) in northern pilotage
districts, 10 〜 40% of daytime fee is charged
on top of the regular pilotage fee.
Detention
For any detention caused to a pilot
or his boat already despatched, which is
exceeding 30 minutes period with respect
to the designated time of commencement of
pilotage service \5,400 of waiting charge
is billed for each additional hour of detention
or fraction thereof.
